COMMERCIAL ITEM DESCRIPTION
ENVELOPE, MAILING
The General Services Administration has authorized the use of this Commercial Item Description in preference to Federal Specification UU-E-525, Style II.
Salient characteristics:
The envelope shall be 15 x 18 (+ 1/8) inch and shall be cut to so that the flap adhesive is at least 3/4 inch below the cut, measured at the flap center. The sealed seams shall be wide enough to ensure strength and sealed to affect permanent adhesion. The seams shall not adhere to the inside of the envelope. Envelopes shall be free from cuts, folds, tears, machine marks, foreign matter, dirt, ink, smears, and adhesive stains. The envelopes shall accept printing and ink writing without feathering, smearing, or penetrating to the reverse side.
The sealing flap shall be a minimum of 2-1/4 inches wide and extend the full width of the 15 inch end of the envelope. Sealing flap adhesive shall be water-activated type of such a consistency to prevent premature sealing of the flap and curling of the envelope after drying. The flap adhesive shall be uniformly applied and have a minimum thickness of 0.0006 inch. Flaps shall be capable of being quickly and securely sealed using reasonable pressure after moistening of the adhesive. When opened 15 to 20 seconds after sealing, the flap shall pull fibers from the body of the envelope over the entire adhesive area. All adhesive shall be clean and free from offensive odor and ingredients that would discolor the paper.
Physical properties. Envelopes shall be 100 percent sulfate pulp.

Printing. Printing shall be black in color and shall be “X-RAY FILM- DO NOT BEND OR FOLD “ in letters 3/8 inch height located across the center of the face.
Chipboard inserts. Two chipboard inserts, 14-1/2 x 17-1/2 (+ 1/8) inch shall be placed in each envelope. Each chipboard insert shall have a thickness of 0.040 + 0.005 inch, a minimum pH 5.0, and shall be without liner or coating. The chipboard inserts shall have smooth edges and shall be free from surface lumps, chip, indentations, creases, wrinkles, cracks, blisters, or foreign material which may mar or scratch film.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Regulatory requirements. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing, and marking. The items shall be packaged in accordance with normal commercial practice and packed to assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling and storage. The shipping container shall be in compliance with the National Motor Freight Classification and Uniform Freight Classification. Shipping containers shall be marked as specified in the contract or order.
Note. Standard samples may be obtained from the contracting officer.
