COMMERCIAL ITEM DESCRIPTION
PAPER, PLAY CONSTRUCTION
The General Services Administration has authorized the use of this commercial item description.
This description covers white and colored construction paper for use in art work and displays.
Salient characteristics:
The construction paper shall be 9” (299 mm) wide, + 1/16” (1.59 mm), and 12” (305 mm) long, + 1/16” (1.59 mm). The construction paper shall be not more than 80% groundwood and shall meet the requirements listed below.

The issue of the TAPPI method in effect on the date of the solicitation shall be used to determine compliance with these requirements. The construction shall be clean and free from tears, holes and dirt and shall be uniform in color and formation. The paper shall be squarely, cleanly and uniformly cut. The construction paper shall have an eggshell finish.
Color. Color shall be as specified and shall conform to Federal Standard 595A or a good commercial match.
Regulatory requirements. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable in accordance with Public Law 94-580.
Preservation, packaging, packing, labeling and marking. Preservation, packaging, packing, labeling and marking shall be as specified in the contract or order.
