2.4 The stencil paper shall have markings, imprinted in white, to indicate horizontal spacing, margins, and scale numbers. The scale numbers, corresponding to line spaces on a typewriter, shall be 1 to 62 inclusive or 1 to 84 inclusive as applicable for the specified stencil paper size. Marginal markings shall be located 17.5 mm (11/16 inch) +/- 1.6 mm (1/16 inch) from and parallel to left and right edges of the stencil paper. The vertical space available for cutting the stencil shall be indicated by horizontal markings perpendicular to marginal markings. Additional guide markings are the option of the supplier. Each twenty-four stencils shall be furnished with at least 8 coated or impregnated or 12 noncoated or non-impregnated cushioning sheets. Detailed instructions for stencil preparation shall be furnished with each package of stencils.
2.5 Bleaching. To obtain an acceptable brightness, in accordance with the performance standards of this document, a chemical bleaching process may be used. When specified in the ordering data (See Ordering Data), the bleaching process shall not include the use of chlorine, chlorine dioxide, or other chlorine compounds. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
2.6 Workmanship. The end item shall be free of any defects such as, paper dust, grit spots, wrinkles, folds, holes, tears and smudges or any other defects that may affect appearance or serviceability. The edges of the end item shall not be nicked or uneven and shall be clean cut and lint free.
2.7 Performance. The stencils shall be capable of producing not less than 5000 copies without distortion or other failures that impair legibly. Cuts in the stencil paper shall be readily penetrated by the ink to give clear, legible copies uniform in depth of color. The stencil paper shall show no evidence of cutouts when the following is typed with an electric typewriter having clean, elite type and a soft, platen roll; a block of 300 small letter “e’s”, and the alphabet, both capital and small letters, repeating each letter not less than 10 times. The stencil paper shall show complete and uniform displacement of the coating without tearing or pulling the paper and without requiring a protective sheet when using a medium looped stylus. There shall be no noticeable difference in quality of duplication by stencils before and after application of correction fluid. The stencil paper shall remain its serviceability under normal storage conditions for not less than 12 months from time of deliver.
3. Quality Assurance Provisions. Responsibility for inspection. Unless otherwise specified in the contract, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract , the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspection set forth in this commercial item description where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirement.
Sampling for examination and tests shall be performed in accordance with MIL-STD-105, using the plans as specified in Table I, unless otherwise stated. For the purpose of sampling, a lot shall consist of duplicating machine stencils. The sample unit shall be 1 duplicating machine stencil for visual/workmanship and dimensional examination and one fully prepared shipping container for preparation for delivery examination, unless specified otherwise.
3.1 C4ertification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
