COMMERCIAL ITEM DESCRIPTION
LABEL, PAPER; PRESSURE SENSITIVE ADHESIVE
(GENERAL PURPOSE WITH MARGINAL SLOT-FEED PERFORATIONS)
The General Services Administration has authorized the use of this commercial item description in preference to Federal Specification UU-L-1644, Class D
This commercial item description covers non-removable pressure-sensitive adhesive paper labels intended for use on a wide variety of surfaces and designed for use in business machines with marginal slot-feed attachment.
Salient characteristics:
Labels shall be die-cut 3-1/4 x 2 (+ 1/32) inch with rounded corners. Labels shall be all white, evenly and completely coated on the back side with pressure-sensitive adhesive. Labels shall be mounted on feeding through automatic printers. Labels shall be provided in a continuous strip of 5,000 labels, fanfolded every 9, 11-1/4, or 13-1/2 inches. There shall be free of cuts, tears, dirt, ink smears, foreign material, and from the backing sheet. The backing sheet shall be free of die-cuts or slits. The slot feed holes shall be cleanly punched and free of confetti.
Label paper, Paper shall be 100 percent bleached chemical pulp and shall have a basis weight of 58 to 70 pounds (25 X 38-500) when tested in accordance with TAPPI Test Method T 410. The issue of the TAPPI test method in effect on the day of the solicitation shall be used to determine compliance with the requirements. The paper shall have a smooth finish and shall be so as to be receptive to fountain per ink writing without feathering or spreading.
Pressure-sensitive adhesive. Pressure-sensitive adhesive shall require no preparation prior to application. Labels shall tack quickly and adhere without curling or breaking. The adhesive shall have a minimum adhesion of 60 oz/in width when tested in accordance with Federal Test Method Standard No. 101, method 2050, paragraph 6.1 for adhesion to steel. The specimen size shall be the label size. In addition, the adhesive shall adhere to glass or polyethylene bottles and shall be capable of withstanding temperatures between minus 40 and plus 140o F, without curling or breaking.
Backing sheet. The backing sheet shall be 3-1/2 inches wide and shall have horizontal slit perforations across its width every 2-1/4 inches of the length. Labels shall be centered between the width of the backing sheet and the horizontal perforations. A horizontal feed slot, 1/8 inch high by ˝ to 5/8 inch wide shall centered on the horizontal slit perforations between labels.
The backing sheet shall be such that it will not tear in the slot- feed operation. The sheet shall have a release coating with sufficient density or thickness to allow deliberate manual peel off of the label, and to prevent accidental peel off or separation of the label from the sheet when the backing sheet with label is passed over the outside of an object with a convex surface having a diameter of approximately one inch.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product sold in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
