4. REGULATORY REQUIREMENTS:
4.1 Recovered material requirements shall be in accordance with
Executive Order 12873, dated October 20, 1993 and as specified in the contract or ordering document.
4.2 Labeling: The recycled content shall be marked on the product or unit pack.
5. QUALITY ASSURANCE:
5.1 Product Conformance: The products provided shall meet the salient characteristics of this commercial item description, conform to the producer’s own drawings, specifications, and quality assurance practices and be the same product offered for-sale in market. The government reserves the right to require conformance prior to first delivery and thereafter as provided for under the provisions of the contract.
5.2 Sampling for TAPPI tests shall be in accordance with TAPPI T400, plan II.
5.3 An inspection lot shall consist of all like items submitted for inspection at one time. The inspection level for visual and performance characteristics shall be S-3 with an Acceptable Quality Level (AQL) of 4.0 percent defective. The sample unit shall be one unit of issue. The supplier must provide objective evidence (tests and inspection records) that the presented material meets the requirements of the sampling plan as indicated above.
6. PREPARATION FOR DELIVERY:
Packaging, packing and marking shall be as specified in the contract or purchase order.
7. REFERENCED DOCUMENTS:
The issue of each document in effect on the date of the solicitation shall be used to determine compliance with these requirements.
