2.6 Ruling of writing paper. Each page shall be ruled, both sides, parallel to the bound edge and bleed both edges. The spacing between the ruling shall be 7.620 – 9.652 mm (0.30 – 0.38 inch). There shall be a 19.050 mm (+4.763 mm, - 3.175 mm) (3/4 inch (+ 3/16, - 1/8 inch)) clearance between the top of the sheet to the first horizontal rule. The vertical line of the long dimension shall be located in the center of each page and shall not vary from the center by more than 3.175 mm (1/8 inch). The vertical line shall bleed both edges. All rulings shall be faint red in color.
2.7 Construction. The stenographer’s notebook shall consist of a minimum of 80 sheets of writing paper, two stiff covers, and a wire hinge. The covers and writing paper shall be punched across one short dimension to accommodate the wire hinge. A “part hole” at the edge is permitted. The notebook shall be constructed so that the covers and pages can be turned without binding. The edges of the covers shall be flush with the edges of the sheets of writing paper.
2.8 Size of the stenographer’s notebook. The stenographer’s notebook shall be 152.401 mm by 228.601 mm +/- 1.588 mm (6 by 9 inches +/- 1/16 inch).
2.9 Bleaching. To obtain an acceptable brightness, in accordance with the performance standards of this documents, a chemical bleaching process may be used. When specified (see Ordering Data), the bleaching process shall not include the use of chlorine, chlorine dioxide, or other chlorine compounds. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
2.10 Workmanship The notebook shall be free from holes (excluding hinge holes), tears, cuts, folds, scuff marks, lint, and shall not be crushed or warped. The ends of the wire hinge shall be bent in such a manner that there are not sharp edges protruding from the hinge. The notebook shall be free from any other defects which affect its utility or appearance and which may cause injury to the end user.
3. Quality Assurance Provisions. Responsibility for inspection. Unless otherwise specified in the contract, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract, the contractor may use his own facilities or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in this commercial item description where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirement.

3.1 Sampling for examination and tests shall be performed in accordance with MIL-STD-105, using the plans as specified in Table 2, unless otherwise stated. For the purpose of sampling, a lot shall consist of stenographer’s notebook. The sample unit shall be 1 stenographer’s notebook for visual/workmanship and dimensional examination and one fully prepared shipping container for preparation for delivery examination.
