3.4. Grain. Shall be as specified in the contract or purchase order.
3.5. Color. All types of ledger paper shall be furnished in white. Type III shall also be blue, buff, green, pink, salmon, or yellow as specified.
3.6. Bleaching. To obtain an acceptable brightness, in accordance with the performance standards of this document, a chemical bleaching process may be used. When specified in the ordering data (See Ordering Data), the bleaching process shall not include the use of chlorine, chlorine dioxide, or other chlorine compounds. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
3.7. Surface. Shall conform to the requirements set forth in the JCP Government Paper Specification Standards under “Surface”.
3.8. Watermark. The watermark for ledger paper Type I shall conform to the requirements set forth in JCP J30 and Type II shall conform to the requirements set forth in JCP J20 under “Watermark” of their respective specification.
3.9. Workmanship. The end item shall be free of any defects such as, paper dust, grit spots, wrinkles, folds, holes, tears and smudges or any other defects that may affect appearance or serviceability. The edges of the end item shall not be nicked or uneven and shall be clean and lint free. There shall be no splices within a sheet and there shall be no partial sheets. The paper shall be suitable for printing on both sides of the sheet when used on a high-speed offset presses equipped with either conventional or alcohol dampening systems. There shall be no defects that affect the appearance or use of the paper at the level of temperature and relative humidity of the pressroom as specified (See Ordering Data).
4. Quality Assurance Provisions. Responsibility for inspection. Unless otherwise specified in the contract, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government.
Contractor Certification. The contractor shall certify and maintain substantiating evidence that the products offered meets the salient characteristics of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
4.1 Testing when applicable, shall be in accordance with Part 2, Testing Standards and Definitions, of the Government Paper Specification Standards published by the Joint Committee on Printing. (Note: See individual TAPPI’s for specific sampling instructions).
4.1.1 Acceptance criteria shall be as specified in Part 4, Acceptance Criteria, of the Government Paper Specification Standards published by the Joint Committee on Printing.
