Sampling for examination and tests shall be performed in accordance with MIL-STD-105, using the plans as specified in Table I, unless otherwise stated. For the purpose of sampling, a lot shall consist of mimeograph paper. The sample unit shall be 1 mimeograph paper for visual/workmanship and dimensional examination and one fully prepared shipping container for preparation for delivery examination, unless specified otherwise.
Testing, when applicable, shall be in accordance with Part 2, Testing Standards and Definitions, of the Government Paper Specification Standards published by the Joint Committee on Printing. (Note: See individual TAPPI’s for specific sampling instructions).
Acceptance criteria shall be as specified in Part 4, Acceptance Criteria of the Government Paper Specifications Standards published by the Joint Committee on Printing.
4. Regulatory requirements. The contractor shall certify that the minimum content standard of all types of paper offered shall be no less than 50% recovered materials including 20% postconsumer materials in accordance with Executive Order 12873, section 504(b), dated October 20, 1993 (See definition of postconsumer materials and recovered materials in sections 203 and 205). As an alternative to meeting the standards of section 504(b) for all printing and writing papers, the minimum content standard shall be no less than 50% recovered materials that are waste material byproduct of a finished product other than a paper or textile product which would otherwise be disposed of in a landfill, as determined by the State in which the facility is located, in accordance with Executive Order 12873, section 504(c), dated October 20, 1993. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
4.1 Labeling of recycled content. The recycled content shall be marked on the product or unit pack.
5. Preservation, packaging, packing, labeling and marking. Preservation, packaging, packing, labeling, and marking shall be as specified in the contract or order.
6. Application for copies of technical documents referenced herein: The issue date in effect on date of invitation for bids or request for proposal shall be apply.
