2. Quality Assurance Provisions.
Responsibility for inspection. Unless otherwise specified in the contract, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in’the contract, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in this commercial item description where such inspections-are deemed necessary to assure that supplies and services conform to prescribed requirement. Sampling shall be in accordance with Mil Std. 105 using the plans as specified in Table 3, unless stated otherwise. The sample unit for visual and dimensional examinations shall be one envelope. The sample unit for count shall be one unit package of envelopes. Preparation’”for delivery shall be one complete shipping container.

TAPPI tests shall be in accordance with TAPPI T 400 for the applicable TAPPI test methods.
3.A. Regulatory Requirements. The contractor shall certify that the minimum content standard for the paper offered for Style C shall be no less than 20% postconsumer materials in accordance Executive Order 12873, section 504 (a), dated Oct. 20, 1993 (see definitions of postconsumer materials and recovered materials in sections 203 and 205) . As an alternative to meeting the standards of section 504 (a) for all printing and writing papers, the minimum content standard shall be no less than 50% recovered materials that are a waste material byproduct of a finished product other than a paper or textile product which would otherwise be disposed of in a landfill, as determined by the State in which the facility is located, in accordance with Executive Order 12873, section 504 (c), dated Oct. 20, 1993. For Styles A, B and D the contractor shall certify that the minimum content standard shall be no less than 50% recovered materials including 20% postconsumer materials in accordance with Executive Order 12873, section 504 (b) dated Oct. 20, 1993 (see definition of postconsumer materials and recovered materials in sections 203 and 205) .
