Grade C stock shall conform to the requirements of JCP-K10, Index, White and Colored. Basis weight shall be as specified in the contract or order, with a tolerance of + 10%, when tested in accordance with TAPPI test method T410. Grain direction shall be parallel to the long dimension of the index card.
B. Color: The color of the index card shall be white, blue, buff, green, pink, salmon, or yellow, as specified in the contract or ordering document and shall conform to the standard sample(s) as adopted by Joint Committee on Printing.
C. Dimensions: The card dimensions shall be 3 by 5, 4 by 6, or 5 by 8 inches (+ 1/16 inch), as specified in the ordering document. NOTE: When the difference in length between the two diagonals does not exceed 1/32 inch, the card shall be considered square.
D. Rulings: Cards shall be unruled, or ruled on one side, as specified. Rulings shall be parallel to the long dimensions of the cards and in accordance with standard commercial practice. Ruled lines shall be clear cut and continuous.
Workmanship: The index cards shall be clean and free from lint, fuzz, holes, nicks, dirt or loose particles and shall be uniform in color and formation. The cards shall be cleanly and uniformly cut with smooth edges.
2. REGULATORY REQUIREMENTS:
The contractor shall certify that the minimum content standard shall be 50% recovered materials, including 20% post consumer materials in accordance with Executive Order 12873, section 504 (b), dated October 20, 1993 (See definitions of post consumer materials and recovered materials in sections 203 and 205). As an alternative to meeting the standards of section 504 (a) for all printing and writing papers, the minimum content standard shall be no less than 50% recovered materials that are waste material by product of a finished product other than a paper or textile product which would otherwise be disposed of in a landfill, as determined by the state in which the facility is located, in accordance with Executive Order 12873, section 504 (c), dated October 20, 1993. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
To obtain an acceptable brightness, in accordance with the performance standards of this document, a chemical bleaching process may be used. When specified in the ordering data (See ordering Data), the bleaching process shall not include the use of chlorine, chlorine dioxide, or process shall not include the use of chlorine compounds. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
