B. Construction: The labels shall be furnished in a continuous fanfold of 500 labels, consisting of 100 folds of 5 labels each. Labels shall be perforated on all adjoining sides for easy separation. At the option of the supplier each label shall be scored in the long dimensions 17.4 mm (11/16 inch) from the bottom edge to facilitate folding the label over the edge of a file folder.
C. C. Gum adhesive: The labels shall be completely coated on one side with a uniform film of gum adhesive. The gummed side shall be easily distinguished from the ungummed side. The gum adhesive shall be quickly water activated and adhere immediately to paper, wood, fiberboard and glass except silicone treated glass. The gum adhesive shall be non-toxic and not have an obnoxious taste or odor.
D. Tolerances: A tolerance of +/- 3.17 mm (+/- 1/8 inch) shall be permitted for the horizontal dimensions and +/- 0.794 mm (+/- 1/64 inch) for vertical dimensions.
Workmanship: The labels shall be perforated on all adjoining sides for easy separation. The labels shall be clean, free from lint, dust spots, scorches, folds, wrinkles, holes and any other defects which may affect the serviceability, durability, or appearance.
The contractor shall certify that the minimum content standard shall be no less than 20% post consumer materials in accordance with Executive Order 12873, section 504 (a), dated October 20, 1993 (See definitions of post consumer materials and recovered materials in section 203 and 205). As an alternative to meeting the standards of section 504(a) for all printing and writing papers, the minimum content standard shall be no less than 50% recovered materials that are a waste material byproduct of a finished product other than a paper or textile product which would otherwise be disposed of in a landfill, as determined by the State in which the facility is located, in accordance with Executive Order 12873, section 504(c), dated October 20, 1993. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
To obtain an acceptable brightness, in accordance with the performance standards of this document, a chemical bleaching process may be used. When specified in the ordering data (See Ordering Data), the bleaching process shall not include the use of chlorine, chlorine dioxide, or other chlorine compounds. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
