A. Printing and writing qualities: The labels shall be tested for printing and writing qualities as follows: Lines or characters shall be drawn or written on the writing surface of the label with a medium point “roller ball” type pen. To be considered satisfactory there shall be no feathering of the inked lines or characters.
B. Adhesion: The adhesive side of each of three labels shall be moistened and firmly pressed in contact with: 1) an 215.9 mm by 279.4 mm (8-1/2 x 11 inch) specimen of standard reference material, as specified in ASTM D 3654. 2) Grade V3c or V3s fiberboard. Roll the labels once in each direction with a soft rubber covered hinged iron roller. To be considered satisfactory the labels shall immediately tack to the surfaces without curling or tearing. After two hours elapsed time, the adhesive quality shall be considered satisfactory if: the labels cannot be removed from the test surfaces without fiber separation.
4. QUALITY ASSURANCE:
Responsibility for Inspection. Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified, the supplier may utilize his own facilities or any commercial laboratory acceptable to the Government.
The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this commercial item description, and that the product conforms to the producer’s own drawings, specifications, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Each lot of Paper Labels shall be inspected for conformance to the requirements herein. Sampling for inspection shall be in accordance with MIL-STD-105 using the plans specified below.
A. Visual characteristics- For visual characteristics, Inspection level II with an Acceptable Quality Level (AQL) of 2.5 percent defective. The sample unit shall be five labels.
