3.0 Requirements.
3.1. Regulatory Requirements. The contractor shall certify that the minimum content standard shall be no less than 20% postconsumer materials in accordance with Executive Order 12873, section 504 (a), dated October 20, 1993 (See definitions of postconsumer materials and recovered materials in sections 203 and 205). As an alternative to meeting the standards of section 504(a) for all printing and writing papers, the minimum content standard shall be no less than 50% recovered materials that are a waste material byproduct of a finished product other than a paper or textile product which would otherwise be disposed of in a landfill, as determined by the State in which the facility is located, in accordance with Executive Order 12873, section S04 (c), dated October 20, 1993. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
3.2 Labeling of recycled content. The recycled content shall be marked on the ream label and the carton.
3.3 Physical Requirements. In addition to the requirements cited in the JCP document, the paper shall meet the following requirements:
3.3.1 Performance. In lieu of JCP O-65 performance requirement, operating performance shall be checked at 21° C + 5° C (70o F + 10o F) and 50% + 20% relative humidity. A high speed copier (one making more than 85 copies per minute) shall be used for the performance test. There shall be no more than one paper caused jam per 5000 copies with single sided copying, with all copies passing directly from copier into sorter bins allowing a minimum of 100 copies to accumulate in each sorter bin. In addition, there shall be no more than one paper caused jam per 2000 double sided copies, with copies passing directly from copier into sorter allowing a minimum of 100 sheets to accumulate in each sorter bin. The paper shall be capable of being used as an original in the feeder section of the copier, with no jams occurring in the feeder.
3.3.2 Pick resistance. The paper shall have an average pick resistance on each aide of not less than 1O-A Dennison wax number when ,tested according to TAPPI T-459.
3.3.3 Workmanship. In addition to the JCP requirements, the paper shall be free from excessive dirt, dust or contaminants which would adversely affect appearance, performance, or the copier or printer rollers or photoreceptor.
