4. Quality Assurance Provisions.
4.1 Contractor Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
4.2 Responsibility for Inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all the inspection requirements as specified herein. Except as otherwise specified, the contractor may utilize his own facilities or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in this Commercial Item Description, where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements. Sampling and testing for performance (ace 3.3.1) shall be in accordance with MIL-STD-105, inspection level S-3 and Am, 1.0. For the purposes of sampling, a lot shall consist of all paper manufactured in the same mill run submitted for inspection at one time. The sample unit shall be one carton, unless otherwise specified. Cartons shall be randomly selected and shall represent the cross-direction, as well as the machine direction of the run. There shall be no failure to meet the performance requirements.
Sampling and testing for pick resistance shall be in accordance with Tappi methods.
For all JCP requirements, testing, when applicable, shall be in accordance with Part 2, Testing Standards and Definitions, of the Government Paper Specification Standards published by the Joint Committee on Printing. Acceptance criteria shall be as specified in Part 4, Acceptance Criteria, of the Government Paper Specification Standards published by the Joint Committee on Printing.
