The gusset shall be one ply, single piece construction with a reinforcing strip of cloth, polymeric nonwoven material, or latex impregnated fiber not less than 5/8 inch wide completely and securely glued to the top of the gusset on the inside face. The gusset shall be the same color as the outer ply of the leaves. The gusset shall be bonded in place between the plies of the leaves. When the plies and gussets are pulled apart, failure shall be entirely in the paper stock and not the adhesive bond.
B. Dimensional Tolerances. The permissible tolerance on the dimensions specified shall be (+/- 1/16”), unless stated otherwise.
C. Physical Properties. The leaves and gussets shall be made of material conforming to the requirements in Table 1:

D. Workmanship. The filing jackets shall be free from holes, tears, creases, wrinkles, blisters, the lumps, ply separations, exposed glue edges, and free of any defects which may affect appearance or serviceability of the item.
3. QUALITY ASSURANCE PROVISIONS
A. Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified, the supplier may utilize his own facilities or any commercial laboratory acceptable to the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements.
