3.1.3 Paper Core. The paper core shall be made from cellulosic, fibrous material.
3.2 Construction. The drawing paperboard shall be produced by pasting the facing and the backing sheets to the paperboard core. The finished drawing paperboard shall be flat and have even working surfaces free from mechanical defects or separation of facing and backing sheets from the paperboard core.
3.3 Dimensions.
3.3.1 Size. Drawing paperboard shall be furnished in either sizes 55.88cm x 76.20cm or 76.20cm x 101.60cm (22” x 30” or 30” x40”), as specified. A tolerance of +/- 3.175mm (1/8 inch) shall be allowed for each dimension. The sheets shall be trimmed square on four sides with smooth, clean-cut edges. The finished paperboard shall be considered square if the difference between the two diagonals does not exceed 3.175mm (1/8 inch).
3.3.2 Thickness. The thickness shall be as specified in the contract or order.
3.4 Identification and Marking. Type 1 paperboard shall be identified by the manufacturer’s name or trade mark on the backing sheet. Manufacturer’s name or trade mark appearing as a colorless impression in one corner of all sizes of single or doubled faced paperboard is optional.
3.5 Surface bonding. The drawing surface(s) of each type, grade and class of paperboard shall be free of lint, fuzz or loose particles.
3.6 Workmanship. Drawing paperboard shall be flat and uniform in thickness throughout. Facing and backing sheets shall be free from hard spots, wrinkles, shall be securely bonded to the paperboard core or any other defects that may affect appearance or serviceability of the drawing paperboard.
3.7 Bleaching. To obtain an acceptable brightness, in accordance with the performance standards of this document, a chemical bleaching process may be used. When specified in the ordering data (See Ordering Data), the bleaching process shall not include the use of chlorine, chlorine dioxide or other chlorine compounds. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
4. REGULATORY REQUIREMENTS
4.1 The contractor shall certify that the facing and backing sheets shall be no less than 50% recovered materials including 20% post consumer materials in accordance with Executive order 12873, section 504 (b), dated October 20, 1993. As an alternative to meeting the standards of section 504(b) for all printing and writing papers, the minimum content standard shall be no less than 50% recovered materials that are a waste material byproduct of a finished product other than a paper or textile product which would otherwise be disposed of in a landfill, as determined by the State in which the facility is located, in accordance with Executive Order 12873, section 504 (c), dated October 20, 1993.
