3.3. Workmanship. Folders shall be clean and free from hard shives, dirt, spots, holes, blisters, tears, or wrinkles and shall have a smooth uniform finish. Edges shall be cleanly cut, without nicks or ragged edges. Die cuts to make rounded corners may remain as long as they can be easily removed. Folders and tabs shall be free from any other defects that may affect their serviceability or appearance.

4. Regulatory requirements. The contractor shall certify that the paperboard contains not less than 20 percent post consumer recovered material, as defined by Executive Order 12873. As an alternative to containing 20 percent post consumer material, the paperboard shall contain not less than 50 percent recovered material that are a waste material byproduct of a finished product other than a paper or textile product which would otherwise be disposed of in a landfill, as determined by the state in which the facility is located.

4.1 Recycled Content Labeling. The recycled content shall be marked on the product or unit pack.

5. Quality Assurance:

5.1 Contractor Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
