5.2 Responsibility for Inspection. Unless otherwise
specified in the contract, the contractor is responsible for the performance of
all inspection requirements as specified herein. Except as otherwise specified
in the contract, the contractor may use his own or any or any other facilities
suitable for the performance of the inspection requirement specified herein,
unless disapproved by the Government. The Government reserves the right to
perform any of the inspections set forth in the Commercial Item Description
where such inspections are deemed necessary to assure that supplies and
services conform to prescribed requirements.
5.3 Physical Properties of Paperboard. TAPPI test shall be in accordance
with TAPPI T400 for the applicable TAPPI test methods.
5.3.1 Sampling and Testing. File folders, hanging file folders, and
shipping containers shall be sampled in accordance with MIL-STD-105, as indicated
below, for the cited examinations and tests.
5.3.1.1 Testing of Type I, File Folders. The lot size shall be expressed
in file folders. The sample unit shall be 1 file folder. The Inspection Level
shall be S-1, the AQL shall be 2.5% defective.
5.3.1.2 Testing of Type II, Hanging File . The lot size shall be
expressed in hanging file folders. The sample unit shall be 1 hanging file
folder. The Inspection Level shall be S-1, the AQL shall be 2.5% defective.
5.3.1.3 Hanger Test. Hanging file folders selected for this test shall
be suspended from the hooks at each end of the back leaf. The front leaf shall
be left free to fall open. Weights of 1500 ± 50 g (3.31 ± 0.11 pounds) for Size
1 folders, or 1875 60 g (4.13 ± 0.13 pounds) for Size 2 folders, shall be
attached to each hook of the front leaf. The weights shall be allowed to hang
freely for not less than 5 minutes. Then the weights shall be removed and the
folders taken down.
5.3.1.3.1 Examine the folders to determine if any seam separation has occurred
in the area where the hangers are inserted into the folder. If there is any
seam separation on either leaf, the folder is defective.
5.3.1.3.2 After the folders have been examined for seam separation, place 50
sheets of 75 g/m2 (20 pound, 17 x 22 – 500) xerographic copy paper
in each folder. Use 216 x 279 mm (8-1/2 x 11 inches) paper for Size 1 folders
and 216 x 356 mm (8-1/2 x 14 inches) paper for Size 2 folders. Suspend each
folder containing the copy paper inside a file drawer using a file drawer frame
or built in side rails. Slide the folder along the frame. If folder along the
frame. If the folder does not slide easily along the frame without binding or
snagging, the folder is defective.
6 Packaging:
Preservation, packaging, packing, labeling, and marking shall be as specified
in the contract or order.
