5.2 Responsibility for inspection. Unless otherwise specified in the contract, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract, the contractor may utilize this own facilities or any commercial laboratory acceptable to the Government. The Government reserves the right to perform any of the inspections set forth in this commercial item description where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirement.
5.2.1 Sampling for visual defects shall be performed in accordance with MIL-STD-105, Inspection S-4 with an acceptable quality level (AQL) of 4.0 percent defective. The sample unit shall be one roll of teletype paper.
5.2.2 Sampling for dimensional defects shall be performed in accordance with MIL-STD-105, Inspection S-3 with an acceptable quality level (AQL) of 4.0 percent defective. The sample unit shall be one roll of teletype paper.
5.2.3 Testing of component material shall be conducted on each mill run of paper received for compliance with the characteristics listed in section 2. In case where individual mill runs are not segregated, testing shall be conducted using material from each lot of finished rolls utilizing sampling in accordance with MIL-STD-105, Inspection Level S-2. A sample unit shall consist of 10 square feet of teletype paper. The lot shall be the number of finished rolles offered for inspection at one time. In all cases, test results shall include all values upon which the results are based and there shall be no failure to meet the sample unit requirement.
6. Regulatory Requirements.
6.1 The contractor shall certify that for teletypewriter paper Classes 3,5 and 6 the minimum content standard shall be no less than 20% post consumer materials in accordance with Executive Order 12873, section 504 (a), dated October 20, 1993 (See definition of post consumer materials and recovered materials in sections 203 and 205). As an alternative to meeting the standards of section 504 (a) for all printing and writing papers, the minimum content standard shall be no less than 50% recovered materials that are a waste material byproduct of a finished product other than a paper or textile product which would otherwise be disposed of in a landfill, as determined by the State in which the facility is located, in accordance with Executive Order 12873, section 504 (c), dated October 20, 1993. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.

6.3 Recycled Content Labeling. The recycled content shall be marked on the product or unit pack.
7. Packaging, packing, labeling, and marking. Packaging, packing, labeling, and marking shall be as specified in the contract or order.
